Biography

Thirtieth District State Rep. Mark Miloscia has served as a Washington State Representative since 1999, but his entire adult life has been devoted to military and civilian service to the people of Washington and the United States.

Born in Biloxi, Mississippi, Mark’s public service career began in the U.S Air Force. An Air Force Academy graduate, he spent much of his 10 years of active duty piloting B-52s.

After his B-52 duties ended, Mark earned an MBA from the University of North Dakota and served in the Department of Defense as a contract manager. His duties included auditing contractor performance and ferreting out waste—such as the infamous $500 toilet seats and $300 light bulbs.

Following his military career Mark devoted himself to public service as a civilian, working as the Director of Goodwill Industrial Services in Tacoma and as Interim Director of Federal Way Youth and Family Services, before becoming a lawmaker.

These and other work experiences—and time spent at the John F. Kennedy School of Government at Harvard University—convinced him that government cannot serve the people effectively unless it becomes more open, more accountable, and more efficient in using limited resources to achieve needed results.

Improving government accountability and performance has been a key focus of Mark’s six terms as a legislator. A former Chair of the Audit Review and Oversight Committee, Mark has served as a Washington State Quality Award Examiner and a National Baldrige Examiner. He is the author of the first Washington State law to require strict, comprehensive performance audits of state government.

He also applied these lessons when he was selected to chair the Housing Committee for the state House of Representatives. The model legislation he crafted to reduce homelessness while serving as Chair of the Housing Committee earned the national Home for Every American Award from the United States Interagency Council on Homelessness.

Mark has always worked for bipartisan solutions to public policy challenges, and brings this commitment to his current legislative and committee assignments. In addition to serving as the Vice Chair of the House committee on General Government Appropriations & Oversight, Mark serves on the State Government & Tribal Affairs Committee, Labor & Workforce Development Committee, Legislative Evaluation & Accountability Program Committee, and Joint Legislative Audit and Review Committee (JLARC).

Mark and his wife Meschell live in Federal Way, where he serves as a substitute teacher for the Federal Way School District when the Legislature is not in session. Mark and Meschell have three adult children, Elizabeth, Scott, and Brian Miloscia, and five grandsons, Austin, Jackson, Carson, Lincoln and Jefferson.
